Final Rule: Registration of Foreign Boards of Trade
Federal Register Publication Date: 12/23/2011
Summary: The CFTC issued final rules to implement new statutory provisions enacted by Title VII of the Dodd-Frank Wall Street Reform and Consumer Protection Act. On November 19, 2010, the CFTC requested comment on proposed rules that would establish a registration requirement that applies to foreign boards of trade (FBOT) that wish to provide their identified members or other participants located in the United States with direct access to their electronic trading and order matching systems. After reviewing the comments submitted in response to the proposed rules, the CFTC determined to issue these final FBOT registration rules substantially as originally proposed, with certain modifications.
